Welcome back to China 24. China has released official guidelines on social workers, recognizing them for the first time as a profession requiring technical expertise. And the need for professional social workers has increased dramatically in recent years. But their status need official recognition.
18 ministries were behind the new report which calls for improvements in both their income and the career training. Social work is set to be added to China’s budget, and central and local governments are set to step in to help training them.
With origins in charitable work, the concept of social work has been widely accepted in developed countries for more than a century already. And the ratio of social workers to nation’s population is seen as an important indicator of the capabilities of a country’s social service system. China currently has 200,000 social workers, far from enough to meet this demand.
欢迎回到“24小时”。中国政府正式颁布了社工队伍建设指导方针,首次将社工认定为一门需要技术专长的职业。近年来国内对专业社工的需求急剧上升。然而社工的社会地位一直需要得到政府的肯定。
该文件由十八个政府部门共同制定,呼吁提高社工收入,加强社工职业培训。文件要求将社会工作纳入国家预算,中央及各地政府应协助培训社工。
社会工作起源于慈善事业,一个多世纪来,已在众多发达国家得到广泛认可。一个国家的社会工作者占其人口总数的比率很大程度上说明了该国家社会服务体系的质量。中国目前仅有20万社工,远远不能满足社会需求量。
